The Independent Watchdog Committee Releases 24th Annual  Report to the Public on Measure B and Measure BB  Sales Tax Expenditures and Committee Activities 
 

ALAMEDA COUNTY, Calif. – On July 16, 2026, the Independent Watchdog Committee (IWC) of the Alameda County Transportation Commission (Alameda CTC) approved its 24th Annual Report to the Public https://www.AlamedaCTC.org/IWC2025Report, covering fiscal year 20242025 expenditures and IWC activities. The report makes recommendations regarding the delivery of projects and programs funded by Measure B, Alameda County’s half-cent sales tax for transportation improvements, and those funded by Measure BB, which augmented the halfcent sales tax to one cent and extended the tax through 2045. Each year, the IWC reviews and analyzes Alameda CTC’s Measure B and Measure BB expenditures from the prior year and reports to the public about whether funds were spent in accordance with the voter-approved measures. For fiscal year 2024-2025, Alameda CTC received approximately $509.6 million in Measure BB revenue and expended $419.2 million as follows: 

For fiscal year 2024-2025, Alameda CTC received $18.6 million in Measure B revenue from prior year collection adjustments. Audited expenditures for the period totaled $14.3 million most of which related to highway and street capital projects.

In July 2015, the IWC replaced and assumed responsibility for the Citizens Watchdog Committee created in 2002 after reauthorization of the local sales tax measure in 2000. Each year, the IWC reports directly to the public on the agency’s Measure B expenditures and Measure BB expenditures and performance measures.

The 24th Annual Report to the Public, the Executive Summary in English, Chinese and Spanish, and audited  financial statements and compliance reports of Measure B and Measure BB for each agency receiving funds through the direct local distribution program are available to the public on the Alameda CTC website.
