Director of Capital Programs

Under general direction from the Executive Director, the Director of Capital Programs (Director) is responsible for highly complex capital projects in the areas of commuter and intercity rail related to the San Joaquins and ACE Rail Corridors. The capital program covers a large geographic portion of Northern California and projects are primarily within the existing freight rail right of way on the Class I Railroads. Projects include, but are not limited to, bridges, tracks and signals, platforms, stations, layover facilities, maintenance facilities and grade separations, all requiring Class I Railroad approval from design through construction. The ideal candidate will have a strong technical background in rail engineering and construction and have a proven track record delivering multiple projects simultaneously. The position entails significant budget and schedule responsibilities and requires critical oversight of a highly technical seconded consultant team, assembled due the size of the program, as well as additional oversight areas include staff, general consultants, contractors, third parties, utilities, and host railroads. Close interface is also required with City, County, State and Federal agencies, as well as other special districts to ensure program delivery. The Director has executive oversight over the agency capital project activities from PAED, Right of Way, design, final construction and project acceptance. The effort requires close coordination with numerous agency departments. The Director provides technical and administrative guidance within the department, monitors and assigns workloads as well as mentoring, training, and the creation of professional development opportunities for staff. The ideal candidate will demonstrate an emphasis on the importance of teamwork, ensuring effective communications with other departments and among project team members, mentoring staff, and leading by example The Director is a strong communicator with the ability to motivate staff, work collaboratively with other Directors in advising the Executive Director, engage the Boards and community stakeholders, and can successfully negotiate all agreements necessary for project and program implementation. Key attributes include the ability to lead, manage, and work with diverse groups of people, the ability to plan, organize, and accomplish established priorities, and the ability to work through the complex issues of largescale capital program delivery. Satisfy aggressive program schedule and budget criteria for all system expansion capital programs and projects. Organize the program delivery teams for optimal efficiency, which will include staffing vacancies within the approved annual budget. These executive skills must be complemented by the knowledge of passenger rail industry, engineering and construction concepts, terminology, principles, and analytical techniques, and experience working with Class I Railroads. Additionally, the Director must demonstrate the ability to evaluate potential opportunities for project acceleration and budget savings.
